On Monday, Texas Gov. Rick Perry publicized a plan making the sentence life without parole for all repeat sex offenders whom are eligible to be sentenced. Additionally once their sentence is complete an electronic monitoring would be used. Texas law currently permits repeat sexual predators with children victims to be sentenced to life in prison without parole. Perry proposes that law to also include those sexual predators who rape adults. "We're after them and we're goanna get 'em," Perry said, explaining he wants to send a message. I’m curious if there is not a way to go after any sexual predator period, with harsher sentencing laws. Additional background info in the case being covered on Insession Massachusetts vs Michael Riley. Carolyn Riley made her priorities clear from the second she married Michael Riley. She signed an older daughter over to social services only 4 days prior to marrying Michael Riley. The girl's paternal grandmother fought for custody but she ultimately lost and the child was adopted.

The little girl coincidentally, like Rebeca Riley was also 4 at the time. During the process investigators stated the child compulsively touched herself for hours at a time which possibly suggested she had been sexually assaulted. More disturbing she also spoke of having her hands and feet taped.This was back in 1994. Fast forward to 2005, which is when Michael was charged with sexual assault on the then 13 year old girl.

This is what makes Rebeca's bruises found on her legs even more worrisome.

TruTV cable channel – formerly Court TV – will air taped proceedings of the March murder trial of father, Michael Riley, charged with the 2006 overdose death of 4-year-old Rebecca Riley . Both of Rebecca Riley's parents, Michael Riley and Carolyn Riley stood  trial which were held in Plymouth County Superior Court in Brockton Massachusetts.

 

on Dec. 13, 2006 Rebecca Riley's parents awoke to find her dead on their bedroom floor. The theory is  both parents were overdosing Rebecca on a prescribed drug cocktail  in an effort to get Social Security disability payments. Both Michael and Carolyn Riley supported the family financially by living off social security disability which they received for themselves as well as their other two children.
